Ministry of Housing and Urban-Rural Development: From January 1, 2021!  House construction, municipal public engineering supervision class A qualification to implement inform commitment system examination and approval!  

Recently, the Ministry of Housing and Urban-Rural Development issued a notice on further doing a good job in the approval of construction Engineering Enterprise qualification Notification commitment system. The Notice pointed out that starting from January 1, 2021, the approval of housing construction engineering and municipal public engineering supervision Class A qualification will be implemented by the notification commitment system.  The first-grade qualification of general contracting for construction projects and municipal public works shall continue to be examined and approved by the notification commitment system, and the re-approval items involving the aforesaid qualifications shall not be examined and approved by the notification commitment system.

On December 29, 2020, the Supreme People's Court issued the Interpretation of the Supreme People's Court on The Application of Law to The Trial of Disputes over Construction Contracts (I) (the "New Interpretation I"), which will come into force on January 1, 2021.  The extension of the period for exercising the priority right of compensation to 18 months in the "New Interpretation I" is the biggest highlight.  

03 "Shenzhen version" whole process engineering consulting service billing method out!  

Recently, Shenzhen Municipal Bureau of Housing and Urban-rural Development issued guidelines for Whole-process Engineering Consulting Services in Shenzhen, Model documents for bidding of Whole-process Engineering Consulting Services in Shenzhen, model documents for Contract for Whole-process Engineering Consulting Services in Shenzhen and other drafts to solicit comments.  

04 twelve departments issued a document: it is strictly prohibited to replace labor contract with labor contract!  Speed up the training of construction workers in the new era!  

The Ministry of Housing and Urban-Rural Development and other 12 government departments jointly issued a guideline on Accelerating the Training of Construction Workers in the New Era. The guideline says that by 2035, construction workers will be employed in an efficient and orderly manner, and their rights and interests will be effectively protected with improved vocational skills training and evaluation systems.  

Ministry of Housing and Urban-Rural Development: Spring Festival "strike hard"!  Increase the investigation and punishment of project payment and wages in arrears!  

The Ministry of Housing and Urban-Rural Development recently issued a notice on the payment of wages to Migrant workers in housing construction and municipal infrastructure construction during the New Year's Day and Spring Festival in 2021.  

06 Two ministries issued a document!  From next year, all such projects are reserved for small and medium-sized enterprises!  

Recently, the Ministry of Finance and the Ministry of Industry and Information Technology issued the Administrative Measures for Government Procurement to Promote the Development of small and Medium-sized Enterprises, which will take effect on January 1, 2021.  The measures require the competent budget units to organize the evaluation of government procurement projects of their departments and subordinate units, and reserve procurement shares suitable for small and medium-sized enterprises to purchase exclusively.
